Rules To Review
Steve Adcock is in charge of our umpires and he compiled the list below of rules to review for game play. These rules came from either TTA Rules or Official Baseball Rules. This is not intended to be a list of every rule.
This list has been shared with the other towns - it would be a benefit to all players to try to be consistent on these rules for every game. An example is the rule in red below - in tball the batter is not out if they pick up a dropped ball from the tee - Steve asked about this specifically at the TTA umpire certification clinic.

Baseball Rules
If a child throws a bat on accident he is not out and can NOT be called out for doing so unless the bat interferes with the defensive player making a play. If this occurs the batter is out for interference.

A player may not deliberately run into a defensive player who has the ball. Effect: Dead ball and runner is out. All runners must return to their base.

Each team is allowed not more than 3 charged conferences on defense and no more than one in an inning. Result: Pitcher removed from the mound.

Each team is allowed not more than one charged conference per inning while on offense. Result: Removal of manager

Infield fly rule applies to all divisions except t-ball and girls Midget

A courtesy runner is allowed in all boys divisions except t-ball. The courtesy runner must not be in the line-up. He can only run one time per inning unless the child he runs for gets on base twice in the same inning. Penalty: Removal of Pitcher
TTA 10-13 pg 17
Short-handed rule: You MUST start with 9 players but can finish with 8 unless the 9th player was ejected. We have a local rule allowing the start of a game with 8 players so this will only apply in Tournament play.

In t-ball a batter may only have 3 practice swings before a swing. The fourth is a strike.
TTA 20-7 pg 22
In t-ball if an opposing fielder fields a ball within the 10’ circle at home plate, the batter is awarded first base.

In t-ball if the pitcher catches a fly ball inside the circle the batter is out. The pitcher must make a play or step out and back in the circle for the ball to be dead. The batter is out regardless of what the pitcher does after catching the ball.

Tight bases: If runner leaves the base before the ball reaches the batter he is out if the batter hits a fair ball or draws a walk. He must return to the base otherwise.

T-ball: There is no rule for a batter to pick up a dropped ball from the tee. This is NOT interference because it is a dead ball. No violation.
A batted ball not touched by a fielder, which hits the pitchers mound and goes into foul territory between home and first or home and third is a foul ball.

Obstruction is the act of a fielder, while not in possession of the ball and not in the act of fielding the ball, impedes the progress of any runner. If a fielder is about to receive a thrown ball AND the ball is in flight directly toward and near enough to the fielder so he must occupy his position to receive the ball he may be considered in the act if fielding a ball.

A coach may not be considered out of the coaches box unless the opposing team complains. The umpire will then enforce the rule against both teams.

A run legally scored cannot be nullified by subsequent action of the runner, such as but not limited to an effort to return to third base in the belief that he had left the base before a caught fly ball.

The ball becomes dead and runners advance one base when a fair ball touches an umpire before it touches or passes a fielder other than a pitcher.

If a bat is thrown into fair territory and interferes with a defensive player attempting to make a play, interference shall be called and the batter is out.
OBR 6.05 pg 24
If a batter bats out of order AND the coach of the other team appeals the following action is taken: If batter batting out of turn reaches base and an appeal is called before the next pitch the batter is out. If the batter batting out of turn is still batting then switch to make the proper batter bat and he takes the count the out of turn batter had. The umpire will not direct the attention of the out of order batter.

If batter makes no attempt to avoid being hit ball a pitch then the call is a ball unless the pitch is a strike, which then would be called a strike. The batter does not get first base. The ball is dead and no runner may advance.

If a fair ball touches an umpire after passing a fielder then it is a live ball and no interference.

If a batter fails to run on a third strike dropped ball, he may still run after he realizes his error unless he reaches the dugout or dugout steps.

The catcher, without the ball in his possession, has NO RIGHT to block the pathway of the runner attempting to score. The baseline belongs to the runner and the catcher should be there ONLY when he is fielding a ball or when he already has the ball in his hand. On “fielding the ball” the ball MUST be in flight toward the catcher.

It is interference by the coach by touching a runner only when, in the judgment of the umpire, the coach assists the runner in returning to or leaving third base.
